Dr. Ihsan Al-Attar

Dr. Ihsan Al-Attar is an Oil Expert and Procurement and Engineering Project Management Consultant and a member of Iraq Energy Academy ( IENA ). He earned his Ph.D. degree in 1997 and his M.Sc. degree in Management and Economics of Engineering Projects from Aston University in the UK 1979, and his B.Sc. degree in civil engineering 1968 from Cardiff University under an oil sector scholarship to the UK. After graduation he started his career as an engineer in the Oil Projects Company (SCOP) of the Ministry of Oil and actively participated in the planning, design , implementation and project management activities of a number of major projects in the Iraqi oil and gas sector including oilfield development , refineries, depots and pipelines .During his long engineering career he also worked on a number of projects in the oil sector of the UAE as well as a procurement manager at the Procurement Assistance Center (PAC) in the Ministry of Planning of Iraq where he participated as a member of the inter- ministerial committee in drafting the Public Contracts Implementing Regulations 2008 as well as the draft of the first Iraqi Public Contracts Law yet under legislation. Later, he returned to the Ministry of Oil working from 2012 to 2018 as a Contracts Expert following up its licensing rounds contracts with International Oil Companies (IOCs)
On the academic side Dr. Ihsan Al-Attar acted for several years as an External Lecturer on the subject of Project Management & Building Economics in the University of Technology, Baghdad , where he also published a text book ( in Arabic) titled Project Management & Professional Relations sponsored by the said University. He also gave lectures and presented research papers and conducted training sessions in national and international conferences, workshops and seminars on subjects related to procurement and engineering project management. Dr.Al-Attar at present is a member of the Project Management Institute (PMI) , Society of Petroleum Engineers (SPE), Federation of Arab Engineers(FAE) , and the Iraqi Engineers Union (IEU).
